The In-center Hemodialysis CAHPS (ICH CAHPS) Survey Administration and Specifications Manual, Version 6.0 is now available on the ICH CAHPS website in MS Word and PDF formats. The protocols and guidelines described in Version 6.0 of this manual are effective immediately and supersede those described in previous versions of the manual. To conserve paper, the ICH CAHPS Survey Coordination Team will print a limited number of hardcopy versions of this manual. Organizations may request a hardcopy manual by sending an e-mail message to the ICH CAHPS Coordination Team at ichcahps@rti.org.

Updated ICH CAHPS Survey protocols and procedures will be reviewed during the Introduction to the ICH CAHPS Survey Webinar training session on Wednesday, February 14, 2018 and during the Vendor Update Webinar Training session that will take place on Thursday, February 15, 2018. This email serves to inform ICH CAHPS Survey vendors that they should slow or stop their telephone survey operations as needed for clients that serve hurricane-impacted areas. Vendors may rely on their judgments and assessments about reduced calling in some areas marginally affected by the hurricanes. This request extends to both the telephone-only and the telephone portion of the mixed-mode survey, since CMS does not want vendors to telephone people who are living through stressful circumstances. This request does not extend to surveys conducted via mail. Note that this decision regarding slowing or stopping telephone survey operations on the ICH CAHPS only applies to hurricane-impacted areas defined by the Federal Emergency Management Agency (FEMA.)

If you decide to slow or stop telephone operations hurricane-impacted areas, please complete an Exceptions Request Form (ERF) and submit it to the ICH CAHPS Coordination Team. In the ERF, include the CCN of the ICF facilities for which you will be slowing or stopping telephone data collection operations.

Concern has been raised that some sample patients may not provide or might not feel comfortable providing survey responses that best reflect the dialysis care they receive if they are completing the ICH CAHPS telephone interview while at the sampled facility receiving dialysis. After discussion with CMS, the Coordination Team has added protocol to help telephone and mixed-mode administration vendors handle this situation.

If a sample patient tells a telephone interviewer that he or she is at the dialysis center when the interviewer contacts the patient, the interviewer should not attempt to complete the interview. Instead, the telephone interviewer should make an appointment to call the patient back at a time that is convenient for the patient, but not while the patient is at the dialysis center.

The current ICH CAHPS Survey protocol for prenotification letters requires that survey vendors print “Centers for Medicare & Medicaid Services” along with the vendor’s return address in the left top corner of the prenotification mailing envelope. In addition, “Return Service Requested” or “Change Service Requested” or “Address Service Requested” must also be included.

Beginning with the 2015 Fall ICH CAHPS Survey, all ICH CAHPS Survey vendors must begin including the CMS logo in the return address section of the prenotification letter envelope to alert sampled patients that the mail packet is being sent to them by CMS. The CMS logo will replace the “Centers for Medicare & Medicaid Services” title. If you have already printed the prenotification envelopes for the 2015 Fall Survey, please submit an Exceptions Request Form asking that your organization be permitted to make this change beginning with the 2016 Spring Survey instead.

In addition, all ICH CAHPS Survey vendors that are administering the survey using mail or mixed modes now have the option of placing the CMS logo on the survey mailing envelopes, if desired.

It has been brought to our attention that some in-center hemodialysis (ICH) facilities and ICH CAHPS Survey vendors are receiving calls from some sample patients reporting that they received a survey asking about an ICH facility from which they have never received outpatient hemodialysis. As you know, the sample was drawn from data provided by CROWNWeb. Some vendors experienced this issue during the 2014 ICH CAHPS Fall Survey; at which time the Coordination Team worked with CROWNWeb to determine the reason this issue occurs. At that time, we learned that this issue could be caused by a number of reasons, including changes in facility ownership or status (e.g, from public to private) or an issue with data entry (incorrect CCN entered in the CROWNWeb database), or for some other reason. We will continue to work with CROWNWeb to determine what, if anything, we can do to avoid this issue in upcoming survey periods.

The following changes have been made to the In-center Hemodialysis CAHPS (ICH CAHPS) Survey questionnaire that will be used in the CY2014 ICH CAHPS Survey.

The title of the survey on the cover page of the questionnaire has been changed to “Medicare In-Center Hemodialysis Survey.” The Office of Management and Budget Paperwork Reduction Act Disclosure Notice is now on the cover page. Survey instructions that include the sample facility name and how to handle skip patterns have been moved to the cover page. In Question 1, the skip pattern for the “At home” response option has been changed. Sample patients who indicate that they now receive dialysis at home are instructed to skip to Q45. The wording in Q2 has changed; the question now reads “How long have you been getting dialysis at [SAMPLE FACILITY NAME]?” In Q2, the skip instruction for the “Less than 3 months” response option has changed. Sample patients who choose this response option are now instructed to skip to Q45. In Q2, the skip instruction for the “I do not currently receive dialysis at this facility” response option has changed. Sample patients who choose this response option are now instructed to skip to Q45....

The updates include minor wording changes and the deletion of the topic “Sharing survey responses with facility” as we will not be sharing any ICH CAHPS Survey responses with facilities.
